The first ones are closer to live-cartridge weight for dry-fire practice. The second ones are all plastic. Not as long-lasting due to plastic rims chipping. Also very useful to show someone who wants to fire my M4 for the first time how to load the gun and clear it during a range cease fire. I think he means how to load the gun, fire it, and then how to clear it when the RSO calls cease fire. I do the same thing with my snap caps: make sure the person can load the mag, load/chamber a round, aim, fire, then unload / make safe.
