I'm not sure, it isn't mine I just noticed it in the photos when I was looking it it and made me wonder why it would be so far off centered..

My first thought too....Loose and sliding side to side while in the box? IF NIB I'd say just not zeroed, but if the gun has been used and zeroed maybe there are other circumstances?

The nut holding the front sight strips easily. I replaced the sight on 1 of my M4's that was stripped and loose from the factory. A replacement nut was $7 + not including shipping. You will also need a 5.5 mm mini wrench, this is the one I used:
