Benelli Cordoba magazine capacity

I was under the impression that the magazine capacity of the Córdoba was 4 + 1 in the chamber. I took out the limited plug which initially limited me to 2 shells.  I unscrewed the magazine cap and tipped the gun down and the limiter plug, a pin, fell out.  That only allows me to put 3.  2 3/4 in shells. The fourth doesn’t quite make it.  What gives? Am I missing something?
