Another scalarworks sync mount question

Hey all queastion about the torque spec on a scalarworks sync mount.

The manual says 7 in/lb for the outer screws but read a post on here that that is way too light. It looks like my cheap torque wrench only goes down to 10 in/lbs.

Am I over thinking this and just torque at 10 in/lb or should I follow what scalarworks says?
