Do a google search for 'atf 1989 report'. It will be the very first result. It has a sample set of questions that the ATF runs foreign firearms through to determine if it is 'suitable for sporting use'. It's more likely they just pick and choose which ones on a whim. The Swiss Arms PE90 is even considered sporting in Canada and Europe, but banned from importation here.

I hate to rain on anyone's parade but, read that section of 922 carefully. Before anyone goes out and breaks the law. What section (b)(1) says is if a licensed manufacturer(type 7 FFL) assembles a prohibited firearm for use by the United States government, a US federal agency, a state government or a state agency it will be legal. I was wondering if it would be legal to put a +2 extension on my M3 Super 90 combat but it looks like I won't be able to without more US made parts or removing the pistol grip.
