Yes, they can be used with steel shot. They are designed for waterfowling. They are labeled "decoy" and "pass" for a reason, "pass" means pass shooting.
You can use the Pass for duck hunting if you're shooting longer shots or have good aim, it throws a tighter pattern than the decoy. You'll make swiss cheese out of the bird if you shoot the body from too close. You'll have to aim for the head.
I don't dove hunt, but most people prefer a wider pattern for doves, so the decoy choke will probably work better.
