California, the stamp tax, and domestic parts

Hello all,

 

I've been reading as much as possible on the boards trying to make heads or tails of the situation that faces M4 owners who would like to legally add some capacity in the mag tube.

1: Is it even possible to get the weapon registered as a SBS or other weapon through the ATF paperwork (stamp tax) in CA?

2. Are there enough domestically produced parts that can bring the number of imported parts down to 10?
