It's my understanding that the inertia spring loads and unloads quickly (think whiplash), setting the bolt on a rearward path with sufficient energy to eject the spent shell and ready the next one for loading; while the recoil spring, using energy transferred from the inertia spring, cocks the mechanism and sends the bolt back home.
