I just got my sbe11 and it seems that the stock piece seems to slide up and down. Is this normal?

The piece your left hand would hold when shooting.

If the stock is loose, then pop off the recoil pad and tighten the nut.

That’s the forend and no it should defiantly not slide up and down. If it is put together right then your barrel/top receiver should also be moving.

Sounds like your forend cap is not tightened up all the way. Make sure that the plug and plug retainer do not come out past the end of the mag tube. Also make sure the top receiver is mated to the lower receiver correctly.

No, and it shouldn't on yours either.

What could cause this the forend cap is as tight as it will go? Does the forearm actually snap onto the barrel?

At this point, I have deep concerns over the way you are assembling the weapon.

Either take it to the dealer and get his assistance or get some hands-on help from a friend who has some experience.

Maybe it isn't SBE at all. Are you sure you don't bought a Nova?
