"Stop asking questions you may not like the answers to" seems to prevail on these types of things, be it the FED, State or local government. Gray areas and vague laws suck, but when do their clarification ever go in our favor? Almost never.
Stop.
And at least start using common sense, and think how they would think. (made up example: No, changing the inertia spring in your bolt isn't going to make it count as a US made bolt. Why would you even entertain the idea?)
Laws should be taken in their strictest interpretation, as read by your worst enemy.
