Is it possible you're inadvertently hitting the shell cut-off button while cycling the forearm?

I have the Fiocchi dummy rounds and just went to check... Where the finish has worn on the base they are silver, and a magnet sticks...which would lead me to believe they are steel. But I also checked some of my brass Winchester, Hornady, and Federal rounds and the magnet sticks to them too.

So that's why it won't co-witness?

The action on the Mossberg remains "closed" after you pull the trigger on an empty chamber because it doesn't have a rotating bolt. Your SN is functioning normally...both my Nova and SuperNova will do the same thing, along with my Winchester 1200 which has a rotating bolt...the bolt head is under spring tension. You won't have any issues if you: 1. Store it with the bolt unlocked as shown in the pic...unless maybe if you're mounting it externally on an off-road vehicle or dragging it behind an ATV and exposing it to mud/sand/etc. 2. Storing it with the hammer cocked, action locked, on an empty chamber. I have shotguns that are 30+ years old that have always been stored this way, with no issues.
-
Push the forend forward and lock the bolt into battery. When the action is unlocked, the rotating bolt head will push the bolt rearward like you see in the pic.
-
Does the GG&G extension still have the logo on it? I prefer no logo, and I've seen pics of them both ways...not sure which is the more recent manufacture.

The 922r code specifies "semiautomatic rifle or shotgun", so you should be good to go. However, I wouldn't put it past the ATF to "interpret" a pump action as being "semi" automatic.
