Yes it is. There was a guy that used to make aftermarket one-piece plugs out of aluminum bar-stock. He sold them on ebay, gunbroker, etc., but I don't know if he still does. I got mine 9 - 10 years ago.

I just bought this plug for my SBE1 after searching for several years.  It needs to be cut down. Does anyone know the correct length for two 2-3/4” shells?  Also does the guy above still make the aftermarket plugs?

Yes, many hunting regulations in the USA, especially for migratory birds/waterfowl, limit shotgun capacity to 3 rounds total.
